We don't really have a formal process (thankfully) for reviewing critiquing proposals. But for a homepage redesign, any serious critique would ultimately, if not immediately, have to include more of the community, especially the marketing. So, for now, critiques should be informal. BTW, the stats at <http://stats.openoffice.org/wusage/> give a fairly good indicator of popular pages; we also use pathways. This is useful knowledge.
