I use local in that context because of the word "locality". Even if they speak French and live in Canada, it is still their local language.
I think it is fine as it stands. Is there anyone who disagrees?
"Local" may not be wrong but it definitely is redundant, that is, unnecessary -- adds no information or meaning to the phrase. I'd leave it out.
