The problem is that the people who got to vote on the last design where the project leads. In other words, people who are generally not aware of usability, and who did not participate or follow any of the lengthy discussion on usability that led to the proposals. That's why you get the kind of problem we have right now. Because they didn't know to look at usability, they simply picked the page that looked cool. The other design we had, was very carefully done to consider usability. Please see the discussion from January:

Thanks Daniel. That's a very important necessity.
For a competition (or similar) model, are there usability guidelines in place we can reference along the lines of this?

OOo Website Competition
...
In addition to being very attractive, all entries absolutely must have extremely good usability in their designs and purpose for OOo.
For our reference of usability, please read and understand:
http://www.useit.com/alertbox/20010805.html http://website.openoffice.org/tryouts/dcarrera/usability.html (etc)
Designs we feel don't meet these goals will not be considered.

Just thinking that people are generally good if we give them solid indicators of what we're after (i.e. usability and flashy, rather than just flashy). We seem to have a pretty good idea what we're after, so we can definitely communicate that to the wider world now...
For reference by people, these are the threads I looked at:
