It's necessary to scroll to see the whole page.

Yep, fix it by distributing the "component icons and links" in a single line across the centre of the page
Put the Download button centered beneath the text but above the component icons and make it one third the width of the page.
The "Software Patents" para belongs in the News.
A little redistribution of the non critical elements in the bottom of the page would be good. My screen is a at 1280x1024 and I still get a scrollbar




Has any of these problems been fixed in Maarten's recent proposal

Nope I actually don't like this one, visually it's unbalanced and looks untidy
