Disclaimer: I am not an expert at this. 1) For several decisions, yes, AFAIK. For example, voting on lead/co-lead elections (not that I'm suggesting that, I'm not). 2) I used to think that being a member meant CVS access, but I was wrong. It means you've registered at OOo, and the project lead or co-lead made you a member (prob because you requested it). This gives you the "Observer" status, which counts as a member. Those who have submitted an SSH key had have been given CVS access, have the status of "Content Developer". For example, Linda and I have that status. A content developer is also a member of course. 3) Something like how we design the website should not require membership. This is a positive and healthy sign. It says that you are interested in the project and wish to contribute. And as stated, it gives you more voice. My understanding is that the process is simple: Send an email to this list, post your OOo username, and request member status.
