If they won't convey any extra information, they aren't needed. The specifications nowhere say that they would *have* to be added. They are shown as tooltips, screen readers read them aloud and some UAs display the title text in the status bar (if I'm correct).
Usually, if the link text is "Projects" and the TITLE of the target page is "Projects" also, the title (attribute) text isn't needed. But mostly title texts are something like "Download" --> TITLE: "Download OpenOffice.org or get it on CDs".
