Because it's a box which looks likes a button... and it has an hand-cursor when I hover over it, indicating the whole area is a link (or a button).

Just curious, what browser are you using? I can't reproduce any of the behaviour you are mentioning (and i haven't heared anyone else complain) with the current download page, which also contains links and form-elements. Second, I can't understand why it could ever be a problem, since the form elements are placed above the div, so they should get the events first. Or am I missing something?
