To do this we would need a more advanced bouncer webapp.
Sourceforge are now using a GeoIP system, which is provided by
Maxmind <http://www.maxmind.com/>.
We can get the country information for free with 97% accuracy.

the bouncer aware of the country that each download server is in. As
far as I'm aware this is currently not the case.
