There are no plans so far as far as I know. Below you can find some of
my thoughts on the topic.

Well there has been some small theoretical discussion about the
possibility to use some kind of single Sign On, Authentification and
Role-management System including federation features if possible for all
kinds of OpenOffice.org related stuff like the main OOo web sites,
associated web sites, wiki pages, forums, developer and qa related web
services and tools, the Source Code Control System, etc., etc. As far as
I see it OpenID could only provide single-sign on and authentification
services but would not include role management services and federation
features. Therefore OpenID alone is probably not what is really needed,
but it could probably be part of the solution (see below).
The potential problems here are that there must be an agreement on the
basic framework to use between all involved parties first and that
everyone would than have to do some integration work to enable the
services which are there to use that and that some server site
infrastructure must be set up and maintained and that all this has to be
financed somehow too of course.
A technology that might be worth to look at in this area could be
opensso https://opensso.dev.java.net/. The OpenSSO technology has
federation and role management as well as authentication an single sign
on features.
OpenSSO includes features which allow to interoperate with other sites
using Standards developed by the Liberty_Alliance.

There is an OpenID extension for OpenSSO which can be found on the
following web page

I currently have not yet a clear picture in my mind on how a solution
including all kinds of users, services and roles we have in use could
look like and wether using OpenSSO with this OpenID extension could be
part of that solution.
Oh well and bye the way OpenSSO is open source.
