Having had a look through some of the 2008 OOoCon slides, Clayton's
"The State of the Documentation Project" says that Martina Waller is
working on a style guide for the wiki, which I think is badly needed.
Even basic things like structure and categorization leave something to
be desired. These are probably the easiest and most important areas of
improvement. In either case, Clayton will be able to point you in the
right direction and any help is always appreciated!
The style guide that was mentioned is here:

Its focus is on the needs of the Documentation subpages, but could be
easily adapted and applied to the entire User "side" of the OOo Wiki.
This style guide does not outline the changes that really need to be
made to things like the Wiki Main Page, or address the general structure
changes that are needed to make the Wiki more navigable to the people
looking for info (as opposed to those who use it as a sandbox).
I don't know of a central Wiki page that is being used to collect the
ideas... at this point most of the ideas are in the heads of a few
people... like those who attended the NLC meeting in Beijing.
Once the minutes of the NLC meeting are available, I can condense them
down into a Wiki page, and add my own notes so that you (Elizabeth) can
see where the community was heading in your absence.
I think there is a lot that can and should be done to the Wiki to clean
it up and make it more usable and presentable for the general OOo
Community... and we need someone to guide and co-ordinate that effort.

The Wiki Editing Policy Clayton mentioned contains more general
guidelines on how to work in the Wiki whereas the actual Style Guide is
more specific and dealing with the writing style in the documentation
bits of the Wiki. It can be found at
