There are a few extensions that address some of this concept, such as:

There are some notable risks and problems in the extensions I've seen so
far... ArticleComments for example does no security checking, so anyone
can post anything they want. This leaves the comment feature wide open
to Spam, and it will be used for Spam once it's discovered.
LiquidThreads doesn't move the Talk page, but it does attempt to improve
the readability of the Talk pages.
One thing we'd need to test out if we move Talk pages... when we compile
a page into a Collection (to make an PDT or PDF) will the Talk content
be pulled along with the main article page?
