As a part of Simplifying entry for new developers (1) I have looked at
the download the source page:

I have made a few adjustments to it and describe them here.
I have made the headline a h1 to harmonize with all the other documents.
I have also made most of the list items paragraphs instead to make it
more a document.
I have added the SVN checkout command with the info about the milestone
it is based on.
I have also removed the information about CVS. As this is a 3.1.0 page,
only 3.1.0 relevant information should be there. I have removed the
information about that CVS was the older system to simplify for new
developers. New developers shouldn't have to think about what we used to
use.
My goal is to get the new developer downloading and building the
software as quickly as possible. Instead of linking to the complete
tutorial for SVN, I have included the command here. If the user cannot
successfully get the source, links with more information is provided to
the user. I hope this will help the new developer.
