The Special:Log/newuser shows (in reverse chronological order) all user accounts that have been created since the Wiki was upgraded to MedaiWiki 1.15.1 (uses the AddNewAccount hook). This is a feature that used to be implemented as an extension but was rolled into the core code with MW 1.14.
The new users shown here have passed the Captcha (which is shown above the user account creation fields), but, as far as I can tell without doing some SQL queries on the database, they may not have email verified their accounts yet.
