It is due to the somewhat limited search functionality built into MediaWiki combined with the liberal use of sub-pages. If you search the exact page name, "Documentation/Dashboard/CMS_Evaluation" you do end up exactly where you expect. The default Wiki search searches for exact page matches first, and "CMS Evaluation" is not an exact page name anywhere in the Wiki. It then defaults to finding that search text in certain key parts of the Wiki page contents - eg a link to another Wiki page... which is in the results it returns. If you search "CMS Evaluation" on the search field in the main Documentation subpage, you'll get back the exact page you're looking for as the first link.... but this search is using a custom Google search extension.
