[website] Added contributing page.
As we discussed in mailing list. I have written a contributing page to
guide people come to apache community.
And I also updated the same content to our `CONTRIBUTING.md` file.
Additionally I fixed some links that still pointed to `alibaba/weex`.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/Jinjiang/incubator-weex
website-feature-contributing
