First of all, I sent this email to make consensus, not call an official vote. 
As always, everyone is welcomed to expressed their opinions.

Apache Weex(Incubating) joined the Incubator since Nov, 2016 and the community 
has grown diverse, moved to ASF infrastructure, learnt Apache way and its value 
behind. Some of achievements of Apache Weex is listed below:
Published 5 release by 5 release manager
Inviting 16 new committers
Migrated code repos to https://github.com/apache/incubator-weex/ 
<https://github.com/apache/incubator-weex/> 
Migrated website to https://weex.apache.org/ <https://weex.apache.org/>
Migrated conversation/decision to [email protected] 
<mailto:[email protected]> 

And there are some problems needed to be solved before graduation. Luckily for 
us, we have solutions for each one of the problems:
Third party IP: We will make those third part IP donated to ASF,  and we’re 
currently in IP clearance process.
LGPL runtime dependency: We got these problems solved by switching to 
BSD-Licensed jsc-android [1] in this PR [2].
Rename android package name to org.apache.weex: Resolved by this PR [3]
Some web pages [4] on our website relies on third-part server API: We will 
delete this page soon.

I shall call a vote for Apache release after problem 2 solved, and will call a 
formal vote for graduation in this mailing list when all of the problems above 
solved. According to my estimation, two or three weeks is needed for solving 
all the issues above. At last, I hope we could graduate from Apache Incubator 
before next Podlling report.
