Hmmm. Apparently the (now previous) sort order was unstable in the presence of duplicate names -- and there appear to be a fair number of duplicates. I've updated the definition of sort order, moved it to the whimsy/asf common library, and updated both the public-names and workbench tools. As well as committed a reordered version of iclas.txt.
