It would be helpful if you could describe the 'shape' of the output?  I took a 
guess and perhaps we could iterate on it.

I'm also wondering if you have a machine which would enable you to run whimsy 
scripts?  To run the public_icla_info script, all you should need is:

 * A version of Ruby (version 1.9.3 or later)
 * A {{.whimsy}} file in your home directory.  Format is as described in the 
[whimsy agenda README|https://github.com/rubys/whimsy-agenda#running-for-real]. 
 In this case, all you need is the line under {{:svn:}} that contains your 
foundation/officers directory (or any parent thereof).
 * {{gem install whimsy-asf}}

With those in place, you should be able to run 
https://svn.apache.org/repos/infra/infrastructure/trunk/projects/whimsy/www/roster/public_icla_info.rb
 with no arguments.

Alternately, the basic information on docker and/or vagrant provided in the 
whimsy-agenda README should be able to get you started with a container or VM.
