There are several entries in iclas.txt which have ids but which don't have
signed ICLAs, for example the Executive Assistant and the Virtual Inc employees.
The public list needs to take account of these as they are not committers.
One possibility is to include the names in the non-committers section.
However this would mean that the list of ids was incomplete, i.e. some useful
information would be lost.
Perhaps there should be a "no-iclas" section which lists the id, public name
and a comment as to why the entry is present.
