There are various items logged in the cron jobs (and elsewhere?) that
it would be useful to track historically.

For example, LDAP server issues, changes to LDAP files.

At present the LDAP warnings are sent to the dev list by PMB.
These don't need immediate attention, so don't really need to go to
the dev list.

Also the LDAP jobs generate diffs which are stored in the current log file.
This info is lost when the job next runs.
AFAIK there is no way to get the list of changes from LDAP itself, so
that is a waste of useful information. (e.g. when someone was added to
a group)

It was suggested that a mailing list might be a good place to log these events.

I think a single list would be sufficient; there are unlikely to be
more than a few messages per day, mostly none.

The list should probably have moderated subscription to prevent
unwanted postings.

I suggest  'notifications' for the list name.
