What that generally means is that the request didn't make it past
infrastructure proxy server and make it to whimsy-vm2.  I'm not sure
why that occasionally hiccups, but it is outside of our control (ask
the infrastructure team?).  In any case, such problems are generally
temporary.  In fact, I can get to
https://whimsy.apache.org/committers/subscribe at the moment.  So...
try again?
