I raised the issue originally because a PMC chair used Whimsy to add the
initial set of PMC members. This resulted in the wrong joining date being used.
AFAICT a PMC chair is still able to do this.
I think the PMC add function should be disabled if CI has no members for the
PMC (regardless of whether it has LDAP group members). Maybe show a message
saying how the initial PMC set is created.
