I got the basic workbench working, but the right panel always shows an error. 
In the browser log file:
http://whimsy.local/secretary/workbench/file.cgi?action=update
Failed to load resource: the server responded with a status 500

I select the test.txt file in the Work List and get an error:
http://whimsy.local/members/received/test.txt?1471706670
Failed to load resource: the server responded with a status of 403

Failed to load resource: the server responded with a status of 500 (Internal 
In the right panel:
You don't have permission to access /members/received/test.txt on this server.

But lots of the links do work. Only new account request fails
http://whimsy.local/officers/acreq
Failed to load resource: the server responded with a status of 500 (Internal 
Server Error)

I don’t understand why it’s /members/received instead of /documents/received. 
And why it’s officers/acreq. There’s no entry in local_paths for acreq.
