I would (naively) suggest the simpler fix is to merely move the line noting the
tabling to be after the body of the resolution. That is, instead of trying to
fix the categorized display to handle poorly-formatted past agendas, simply
change the formatting of the problematic agenda.
Thus, I'd propose to close this as NPTF unless someone else picks it up.
