There are several issues at play here:
* Establishment is only expected to be found in the 'Special Orders' section
* The item headers are expected to start with 4 white-spaces followed by
upper-case letter followed by '.'.
However the letter is preceeded by the section number.
* the next item header is expected to be a new line followed by 4 or 5
white-spaces then [A-Z] then '.'
Also the matching of item headers is inconsistent.
A trailer requires at least one additional leading white-space (which includes
new-lines)
