There is a 10 minute time delay, but that isn't the issue here. Andrew Lim does have an ICLA on file, but doesn't have an assigned ASF id (known internally as an availid). Craig generally issues a new account request when he can find a vote on the individual in question, but I gather that he was unable to find one.
