There are a couple of cases where secretary will not request accounts upon
filing of a valid icla.
1. Secretary cannot find a [RESULT][VOTE] thread from a PMC for the submitter.
In this case, the PMC will request the account. This is the case that Greg is
referring to.
2. The ICLA is for a podling where the submitter is not part of the project
proposal. Different PPMCs have different rules for voting committers. In this
case, a mentor or authorized PPMC member will request the account.
3. There is no valid id on the form or in the accompanying email message.
There are some improvements possible to improve the accuracy of the process:
1. Currently, there is no validation of the email address on the icla. If the
address is invalid or incorrectly entered by secretary (yes, this has happened)
it would be nice if the tool could signal an "invalid email" condition.
2. Many people incorrectly assume that filing an icla === get an apache
account. Then they write back and ask where their id is. Then secretary writes
back asking them where they got this wrong idea.
3. If we are going to add LDAP fields for prefix and suffix, we may want to
update the ICLA form to make it easier for secretary to enter these. And it is
an issue that the form does not provide a way for the user to distinguish given
name from family name.
