@gmdonald and [~cml] have suggested that going forward new ids must match the
following regular expression:
/^[a-z][a-z0-9][a-z0-9]+$/
This affects secretary/workbench/views/forms/icla.js.rb and officers/acreq.cgi
No existing ids will be changed.
If anybody has any problems with this idea or alternate suggestions, please
surface them here.
