Just some thoughts scoping the feature.
Out of cycle reports would be only for existing PMCs that are not already on
the agenda. This could be a dropdown list.
Once submitted, a section would be added immediately above the '7. Special
Orders' line in the existing agenda. The attachment "number" would be the next
in the sequence after the last existing attachment. The name associated with
the report will be the current chair, who may be different than the person
posting the report. Shepherd will be selected randomly.
The report itself will be added above the dashed line that separates the
reports from the "End of agenda" line at the bottom of the file.
