As noted in users@infra, I've built an ALPHA-NOT FOR PRODUCTION tool to
allow committers to submit what their JIRA and Confluence user IDs are.
It needs a few things before asking infra for feedback:

- Code review
- Testing
- Better validation/UI form field handling (anyone wanna add this?)
-- When form opens, only show "Do you have..." questions
-- If Yes selected, show relevant "Enter your ... ID" textboxes
-- If Multiple selected, show both relevant "Enter your..." and "List
any other IDs..." textboxes

Since infra is planning LDAP SSO across JIRA & Confluence later this
year, I propose using this tool as an opt-in way to start getting
committers to let us know what their IDs are.  This is *not* a complete
solution, but if we can get some committers to easily submit their data
now, it may help infra understand how many user IDs might be mismatched.

This also provides the start of a verified list of IDs to match,
presuming we trust committers to only submit accurate data about their
own IDs.
