Summary: iclas and member_apps don't all have .pdf extensions

The code that checks for ICLA and member app files only looks for files with
the extension .pdf
However there are other extensions, e.g. .jpg, .png, .asc, .gif etc.
This affect the display of 'Forms on file' for committers.
Perhaps the code should search for all extensions?
Can the directories contain any files apart from valid forms?
Maybe the code should obtain the list of all file names and cache it.
