Secretary is the one to commit the draft minutes.
I'll check this evening to see what is required for the summary.
It still does not seem to work. I will see if I can figure this out
later this afternoon and if not just do it manually this evening.
Debugging... what I see is that the client sends a request for a summary
and gets the following back in return:

Per the stack traceback, I see:
#<NoMethodError: undefined method `<' for nil:NilClass>
/x1/srv/whimsy/lib/whimsy/asf/board.rb:31:in `nextMeeting'
So there is a problem in determining the next meeting date, which means
a) https://svn.apache.org/repos/private/committers/board/calendar.txt
needs to be updated.
b) whimsy code needs to be more defensive and/or produce better error
messages.
