The Legal Committee is not treated as a PMC, so does not appear in the relevant
listing which can be updated by those with karma.
Also the chair of the LC is not in the pmc-chairs group which (with ASF
membership) is used to determine if the user has sufficient karma.
I think it would require special code to be able to use Whimsy to update the LC
section of committee-info.txt.
Given that changes are quite infrequent, and there is no need to manage any
related LDAP groups, I wonder if the effort is worthwhile.
