Svn is fine for developers, but not so great for non-developers. There
already is a Bill upload tool.
Lately, Virtual has had trouble with tortise-svn, and to date efforts by
people within the ASF to help them out has not resolved the problem. I
was asked to look at it, but knowing that others have tried and failed,
I'm inclined to write a simple whimsy tool instead.
It seems to me all it needs to do is display the contents (as in file
names) of Bills/approved. If you click on an individual entry, it can
take you to the svn url, which generally will display the content
(presuming the mime type is correct).
Next to each name can be a checkbox. At the bottom can be a "mark paid"
button. When pressed, it will mass move the files to Bills/paid/year.
There could even be an optional input field with the message.
