http://hkps.pool.sks-keyservers.net/pks/lookup?search=0x7e3ed5bc&fingerprint=on&op=index

says not found

http://pool.sks-keyservers.net/pks/lookup?search=0x7E3ED5BC&op=vindex

Seems to be an issue with the pool.
