This was intended to publish the Oct 17 minutes, but the update which
published the Sep 19 minutes seems to have been reverted in the same
commit.

The Oct 17 publish was done 1 minute after the Sep 19 publish; I
wonder if the workspace was somehow not refreshed in between?
