It might be useful to have a (public) script that can be used to check proposed
new login ids.
This would take account of existing ids (LDAP, iclas.txt) and reserved ids.
I think the only way people can currently check if an id is available is to
look at home.apache.org, which only lists current ids.
I don't think we want to publish the list of reserved ids, so some kind of app
is required.
