I would like to get away from hand-editing podlings.xml
There are three graduation scenarios only two of which have a Board resolution.
# Graduation to a TLP.
# Graduation to a TLP with a name change.
# Graduation into another PMC.
What exactly is Whimsy doing when graduation is detected from the board meeting
minutes?
Are certain changes automated?
