Summary: collate_minutes does not detect updates to calendar.html

For faster processing, collate_minutes checks the existing index.html time
against the minute*.txt files, the script itself and the library code. However
it does not check the date of the board calendar, so changes to the layout may
not be picked up for a while.
It looks like the calendar file is not updated all that frequently, so it
should not cause too much additional processing.
