I would continue to have the (add minutes) button on the minutes page to record
the board's approval of the minutes.
And add the (publish minutes) action on the Adjournment page. It might be
useful for the Adjournment page to include the current status of the minutes
page (approved, tabled, no-action) of the minutes page in case it was
overlooked during the meeting.
