This is why I suggested the same workflow as PMCs which get the big blue
"Create LDAP Groups" button. If the project wants them, we click the button.
It's not really a matter of deciding who "qualifies" but whether or not they
want/need the groups, so that in the future, the workflow is consistent, and
they can gain access to all of the appropriate tooling that goes along with
having ou=project groups.
