At this point, you should be able to visit URLs like:

http://whimsy.local/
http://whimsy.local/test.cgi
http://whimsy.local/board/agenda/

Now to anticipate your next question, with this you will actually be
able to do things like post and approve reports.  In other words, if
the tool that you try is designed to update svn, it will do so.

But I wouldn't recommend that you spend much time with the board
agenda tool other than to verify that you can use it to look at
agendas.  It seems likely at this point that the node.js version of
that particular tool is more likely to attract a development
community.

But what you can do is develop, and test, CGI scripts.  If you get
something interesting working, submit a pull request so that we can
take a look at it.
