I know, but there *should* be a replacement.
URLs should not be broken unnecessarily.

The page is a replacement for the website index at

https://reference.apache.org/

which now leads nowhere.

What are link holders supposed to do about that?

It does not make sense that some of the lower-level URLs such as

https://reference.apache.org/committer/github

redirect OK, but the top-level ones do not.
