https://github.com/ahgittin/whirr/commits/WHIRR-385-puppet-masterless
so far just installing puppet based on WHIRR-49; seems to work, resulting VMs
have puppet installed
(there are tests in the 385-...-WIP branch, which i'll merge in once they are
working!)
