A couple of reasons come to mind:
 - no suitable project(s) for GSoC
 - no time to mentor the student
 - still recovering from the GHOP fest, of which we have to still
implement the results
 - we have barely time to publish announcements of new releases, so
why make it painful for us and the student to not mentor?
