See the CWIKI FAQ here (http://cwiki.apache.org/CWIKI/#Index-FAQ) and
note the critical difference between whether it's "project
documentation" or not.  (BTW: I'm focusing on attachments - I've no
idea just how the diagrams are permissioned at the moment.)
