This is possible.
Jira setup is:

 Assignable User
Users with this permission may be assigned to issues.

   - Project Role (Administrators)
   - Project Role (Contributors)
   - Project Role (PMC)
   - Project Role (Committers)

i.e. we can add you to Contributors group.
Contributors can also:
- Edit Issues
Ability to edit issues.
- Schedule Issues
Ability to view or edit an issue's due date.
- Assign Issues
Ability to assign issues to other people.
- Resolve Issues
Ability to resolve and reopen issues. This includes the ability to set a
fix version.
- Close Issues
Ability to close issues. Often useful where your developers resolve issues,
and a QA department closes them.


I'm not aware of such precedent before so we have to ask other Wicket core
developers whether we can add you in this group.
