6.14: one issue open

WebPageRenderer should honor RedirectPolicy.ALWAYS_REDIRECT more
consistently


Is marked as low priority, can we bump it to 6.15?

I'm going to cut 6.14 tonight, so if someone can either bump or fix both is
fine with me.
