This is only a guess, but I think the BoundedInputStream used in org.apache.wicket.request.resource.PartWriterCallback is calculating the size exclusively. If I write:
boundedInputStream = new BoundedInputStream(inputStream, (endbyte - startbyte)+1); 100 bytes are returned.
