@martin-g I found it. @klopfdreh is right, it has something to do with
Locale. My fault - for some reason I lost the `@Before` method in
`CssUrlReplacerTest` that set the Locale to English, when I updated that test
for data urls. I'll push the fix to the main branches. Sorry about that!
